The proposed action is intended to analyse the digital single market, focusing in particular on the adoption of copyright and media standards (content portability), but also on electronic commerce law (provision of online content, regulation of platforms) and technology law (cloud computing, connected objects).

The programme will also take into account the fight against cyber crime and cyber terrorism and, more broadly, digital security improvements following the adoption of the ‘NIS’ directive, to improve the security both of companies and operators of critical importance and of states. The EU must, moreover, defend its digital sovereignty. \Data protection also reflects the desire of the EU to protect the fundamental rights of individuals, including in a digital environment (EU Charter of Fundamental Rights, Art. 7 and 8). European digital law therefore also falls within the framework of the creation of the area of freedom, security and justice. Just as digital tools and technologies permeate all fields, the development of standards governing their use must of course be based on the various internal policies of the EU.
